TelOne seeks PPP, debt financing for $30 million data centre project

Zimbabwe’s fixed-line telephony sole provider TelOne is seeking a Public-Private Partnership (PPP) and debt financing for a US$29.97 million data centre facilities and cloud expansion project.
According to the Zimbabwe Investment and Development Agency (Zida)’s Projects Prospectus for June 2026, the government-owned TelOne intends to roll-out the project in the capital Harare, Mazowe, and Bulawayo.
“PPP and debt structure required. The project entails expanding the Harare data centre by 300m² of tier III co-location space, deploying performance optimized data centres (PODs) in Harare and Mazowe, and upgrading Bulawayo data centre infrastructure for cloud services,” Zida said. 
The data centre facilities comprise physical facilities housing essential IT infrastructure, including servers, storage systems, and network equipment, to store, process, and distribute data, computer systems and applications. 
The project is at preparation stage with the feasibility study, business case, and Environmental Impact Assessment (EIA) completed.
Zida said TelOne “aims to enhance colocation, cloud hosting, disaster recovery, and managed hosting services to meet the growing demand from government and private sector clients”.
